Summary:

This proposal aims to amend PGP-35, a proposal to renew the service provision contract with Cooper Labs.

Rationale:

In October 2025 we proposed to renew our service providing for a 12-months period starting November 1st 2025 under these financial terms:

  • 396,000 USD & 1,500,000 PRL for a 12-month period
  • Payment made in 12 installments, with one payment at the end of each month, i.e. 33,000 USD & 125,000 PRL per month.
  • Cooper Labs agrees not to sell any PRL received for a period of 12 months after receipt

Since the beginning of our service providing, we have been charging the DAO less than our operating costs, with a net loss of approximately $850 per month for the year 2025 (i.e., $10,000). These losses have so far been offset by capital injections from the company’s shareholders.

Due to the current market situation and a significant increase in infrastructure costs (Goldsky, Google, Vercel, Octav, etc.) over the past few weeks, the situation is no longer sustainable.

In addition, our growth needs require the recruitment of a junior backend engineer.

We are therefore requesting an increase of the budget from 33,000 USD to 41,000 USD per month, starting February 1st 2026, representing an annual increase from 396,000 USD to 492,000 USD.

The amount of PRL paid per month will remain at 125,000 tokens, or 1,500,000 per year.

Note: The protocol will remain profitable despite this increase in costs.

Our current and future work, as described in PGP-35, remains unchanged, as does our commitment to transparency. In addition, the roadmap for 2026 was published a few days ago.

Means:

  • Human Resources: Multisigners will need to sign and execute transactions to execute the proposal.
  • Treasury Resources: No treasury resources needed.

Technical implementation:

  • On chains where the DAO Treasury is deployed:
    • Starting February 1st 2026, the DAO Multisig will transfer $41,000 worth of USDp and/or USDC & 125,000 PRL at the end of each month until November 1st 2025.

Hello Cooper Labs,

​I have read the proposal carefully. I fully understand the rationale behind the budget increase and the need for quality infrastructure on our protocol. I am voting FOR the amendment, as I believe we shouldn’t cut corners on security and resources if we want to reach our ambitious 2026 goals. You have my support on this.

​However, as we are scaling up resources, I would like to address a few points where we need more clarity:

​1. Team Structure & Hiring:

From a governance perspective, the current team structure feels a bit “blurry” from the outside.

• ​Could you provide a brief presentation or an overview of the current team members and their specific roles? It is important for us to know exactly who is building the protocol.

• ​Regarding the new Junior Backend Engineer, please keep us updated on the hiring timeline. When do you expect them to be fully operational to help unload the senior devs?

​2. CoinMarketCap (CMC) Tracking:

It has been a long time since we discussed the tracking of PRL and USDp on CoinMarketCap. This is a major friction point for visibility and onboarding new investors.

• ​Do we have a concrete update or an ETA on this? What is blocking the process?

​3. Expansion Roadmap :

We have voting for deploying on new chains like Plume Network.

• ​Could you give us an update on when these new deployments will be available?

The Junior Backend Engineer joined Cooper Labs in October 2025 as an intern.

We’ve been working on it since September, but CoinMarketCap is very slow to answer and do not understand that we can have USDp & PRL on several chains..

Plume is one of the 3 chains we’re actively working on to expand. We’re currently in the process of defining the deployment & growth strategy with them.
