Summary:
This proposal sunsets USDp and the USDp Bridging Module on 10 chains where the protocol has no meaningful usage: Scroll, Gnosis, Sei, Berachain, Unichain, TAC, Fraxtal, Hemi, Plume and Katana. USDp and the Bridging Module will remain live on the 14 chains where the protocol operates today: Ethereum, Base, Avalanche, HyperEVM, Arbitrum, BNB Chain, Ink, Linea, Optimism, Plasma, Polygon, World Chain, X Layer and Sonic.
Context:
USDp is deployed on 24 chains. The operating data shows that 10 of these deployments are unused, while each one carries a management cost:
- No usage. As of October 4, 2026, the total USDp supply is 646,940.14. Ethereum (200,266.93), HyperEVM (431,057.22) and Base (13,249.92) hold 99.6% of it. The 10 chains covered by this proposal hold 3.86 USDp combined (less than 0.01% of the total supply), and each of them holds less than 1.00 USDp.
- No utility. None of these 10 chains has a Parallelizer or a Savings Module. USDp on these chains can only be bridged, held or transferred.
- High management cost at every level. Each additional chain adds a bridge endpoint to configure and monitor, DVN and limit parameters to keep aligned (PIP-69 alone required a parameter update on 24 chains), transactions for the DAO Multisig signers to execute, security monitoring, and support in the app, the MCP, the CLI and the documentation. This cost is paid on every chain regardless of the amount of USDp it holds.
Rationale:
This proposal removes the chains that carry the cost without the usage, so that the DAO, the signers and Cooper Labs can concentrate security, monitoring and development on the 14 chains where USDp is used.
I. Chains retained: 14 chains
USDp and the Bridging Module will remain deployed and active on:
- Ethereum
- Base
- Avalanche
- HyperEVM
- Arbitrum
- BNB Chain
- Ink
- Linea
- Optimism
- Plasma
- Polygon
- World Chain
- X Layer
- Sonic
II. Chains sunset: 10 chains
USDp and the Bridging Module will be sunset on:
- Scroll
- Gnosis
- Sei
- Berachain
- Unichain
- TAC
- Fraxtal
- Hemi
- Plume
- Katana
III. Wind-down in two steps
The Bridging Module will be shut down on the 10 sunset chains in two steps, both authorized by this proposal:
- Step 1: Block inbound bridging. Immediately upon approval, the USDp mint limits will be set to zero on the 10 sunset chains. No new USDp can be bridged to these chains.
- Step 2: Close outbound bridging. 90 days after approval, the USDp burn limits will be set to zero on the 10 sunset chains and the sunset chains will be removed from the bridge configuration of the 14 retained chains.
During the 90 days between the two steps, holders on the sunset chains will be able to bridge their USDp back to any of the 14 retained chains. Steps 1 and 2 will be announced in the app, the MCP, the CLI and the documentation.
Means:
- Human Resources: The DAO Multisig signers will execute the transactions described in Technical Implementation. Cooper Labs will remove the 10 sunset chains from the app, the MCP, the CLI and the documentation, and will announce the two steps of the wind-down.
- Treasury Resources: None requested.
Technical Implementation:
The DAO Multisig will:
On each of the 10 sunset chains (Scroll, Gnosis, Sei, Berachain, Unichain, TAC, Fraxtal, Hemi, Plume, Katana), immediately upon approval:
- Set USDp daily mint limit to 0.
- Set USDp global mint limit to 0.
On each of the 10 sunset chains, 90 days after approval:
- Set USDp daily burn limit to 0.
- Set USDp global burn limit to 0.
On each of the 14 retained chains (Ethereum, Base, Avalanche, HyperEVM, Arbitrum, BNB Chain, Ink, Linea, Optimism, Plasma, Polygon, World Chain, X Layer, Sonic), 90 days after approval:
- Remove the 10 sunset chains from the USDp bridge peers.
